Greenhouse gas emission reduction agreement promotes green development
Published on:2016-11-15 Click:203Recently, China and the United States signed a greenhouse gas emission reduction agreement: the United States promised to reduce greenhouse gas emissions by 26% - 28% by 2025 compared with 2005; China proposes that the carbon dioxide emissions will peak around 2030 and will strive to reach the peak as soon as possible, and plans to increase the proportion of non fossil energy in primary energy consumption to about 20% by 2030. The signing of this emission reduction agreement marks that our government has officially announced to the world that in the future, it will accelerate the formation of a reverse force mechanism to change the mode of economic development by limiting the total amount of carbon emissions to achieve green development, circular development and low-carbon development. In this context, China's industrial structure and mode of production will undergo tremendous changes in the future.
(1) The proportion of low-carbon industries in the industrial structure will be greatly increased
Carbon finance is expected to form an independent industry. Carbon finance refers to direct investment and financing, carbon rights trading, bank loans and other financial activities that serve technologies and projects such as * * * greenhouse gas emissions. In the future, our government will form a complete trading market for carbon emission rights. In this context, high energy consuming enterprises in the industrial field need financing to invest in energy-saving equipment, high energy consuming enterprises and low energy consuming enterprises need to trade carbon emission rights to serve the market, and building energy-saving transformation in the social field needs bank loans, all of which need to be completed by the carbon finance industry. Referring to the development experience of the EU, its carbon emissions trading volume reached 148 billion US dollars in 2011. As a country with large carbon dioxide emissions, China's carbon finance will achieve greater development and become an independent industry.
The energy conservation industry ushered in an outbreak period. Energy conservation industry includes industrial energy conservation, building energy conservation and energy conservation services, which is the core material support for China to achieve total carbon emission control. Under the pressure of China's official announcement of the macro carbon emission goals, the energy conservation industry will maintain rapid development in the future. New energy saving products, * * * energy saving equipment, building energy saving technologies, * * * energy saving services, etc. will appear in a wider range and on a larger scale, and quickly penetrate into people's daily lives, industrial production processes, urban buildings and other social fields to ensure the realization of energy conservation goals.
The application of new energy is more popular. If the first three aspects are "throttling" of carbon emissions, the popularization and application of new energy is "open source". Because the production process is clean and pollution-free, our government has promoted the new energy industry to an important height. The recent Energy Development Strategic Action Plan (2014-2020) issued by the State Council clearly stated that the proportion of renewable energy and nuclear power consumption such as wind power, solar energy and geothermal energy should be increased significantly, distributed energy should be vigorously developed, and wind, solar, biomass and geothermal energy should be developed for heating. By 2020, the proportion of non fossil energy in primary energy consumption should reach 15%.
(2) The production mode of low-carbon development in the park is basically established
Low carbon transformation shall be carried out for high energy consumption industries. Including power, metallurgy, machinery manufacturing, textile, chemical, building materials and other industries. In the future, we will further strengthen the elimination of backward production processes and legally eliminate backward production capacity with heavy pollution and high energy consumption; Adopt the way of government compensation and voluntary closure of enterprises, gradually eliminate enterprises that do not meet the national environmental protection and energy consumption standards, and establish an exit compensation mechanism for industries with heavy pollution, high energy consumption and low efficiency; We will establish a strict low-carbon production threshold, strengthen the entry and elimination management of enterprises in the park, compulsorily eliminate high carbon backward production capacity and enterprises, and implement low-carbon threshold management for enterprises and new projects in the park.
The industry of comprehensive utilization of resources has developed rapidly. According to the Guidelines for the Preparation of Provincial Greenhouse Gas Inventories (Trial) issued by the National Development and Reform Commission, the comprehensive utilization of resources is conducive to reducing greenhouse gas emissions. In recent years, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Environmental Protection have carried out the demonstration pilot of recycling transformation of parks, the demonstration base of "urban minerals", the demonstration pilot of low-carbon industrial parks, and the national ecological industrial parks, all aiming to promote the recycling of solid wastes. On the basis of good development before, China's comprehensive resource utilization industry will develop rapidly in the future by virtue of the carbon emission target set by the country.
