Strengthen the guidance and management of enterprise environmental emergency plan filing. Among them, five types of enterprises, including pollutant discharge enterprises that may have environmental emergencies, are: pollutant discharge enterprises that may have environmental emergencies; Enterprises that produce, store, transport and use hazardous chemicals; Enterprises that produce, collect, store, transport, utilize and treat hazardous waste; Tailings pond enterprises, including wet stockpiling industrial waste residue pond and power plant ash residue pond enterprises; Other enterprises that should be included in the scope of application. These five types of enterprises must be filed.
In response, Ma Jun, director of the Public Environment Research Center, told the reporter of the Daily Economic News that "the key to the implementation of the Measures is information disclosure."
As the core of the environmental emergency plan management system, the problem of imperfect management of the filing system is still prominent. According to the data from the Ministry of Environmental Protection, as of the end of May 2014, the number of enterprises and institutions that should prepare environmental emergency plans * * * is less than 20%.
In the interview, an industry expert told the reporter of the Daily Economic News that with the finalization of the Measures, the low proportion of units for filing will be improved.
With the further strengthening of environmental supervision, more enterprises will be included in the record management in the future. Ma Jun said, "In fact, in addition to the enterprises that can be included in the record management according to the production category or industry category, the international practice is mainly based on the size of the risk."
According to the statistics of Zhejiang Provincial Environmental Protection Bureau, 27 environmental emergencies occurred in the province in 2014, including 1 major environmental emergency and 26 general environmental emergencies. The number of incidents increased by 1, or 3.85%, compared with the same period last year.
Even in Beijing, where environmental protection is at the forefront of the country, there were 11 environmental emergencies in 2014. In recent years, the frequent occurrence of environmental emergencies has become a major problem in environmental protection.
In this regard, Ma Jun believes that from an objective perspective, China's overall economy is large, especially the industrial enterprises in the secondary industry. In recent years, the high-risk industries have grown rapidly, showing a widespread trend, so the overall probability of environmental emergencies will increase accordingly.
According to the Daily Economic News, the Ministry of Environmental Protection has released a series of documents recently, including the Measures for Investigation and Handling of Environmental Emergencies, the Recommended Methods for Environmental Damage Assessment in the Emergency Response Phase of Environmental Emergencies, and the Measures for the Administration of Filing of Emergency Preparedness for Environmental Emergencies in Enterprises and Institutions (for Trial Implementation). The provisions covering all aspects of investigation, handling and evaluation from pre plan to post plan are covered.
In this regard, Ma Jun said: "From the previous registration, we know how to react when the event occurs and how to deal with it after the event occurs. These documents have a certain positive effect on mitigating environmental emergencies."
In the opinion of some industry experts, * * * is able to make the filing results public through the data platform, so that the public can know which enterprises have such risks and how to prevent them. If other parties in the society are not well prepared, the effect of filing will be greatly reduced. Such preparation can be knowledge reserve, such as mastering some special protection methods.
